Phelps and Marshall: The honeymoon's over
The first and last time I wrote about Isle of Wight County Sheriff Charlie Phelps in the same column with Smithfield Police Chief Mark Marshall, they were getting hitched.
That’s right — as in wedded bliss.
Technically, it was a “womanless wedding” held in the Smithfield High School auditorium back in March 2006 to benefit Relay for Life.
Phelps was the bride in a white dress and facial stubble, and Marshall was the groom in reserved gray, both surrounded by assorted rowdy “kinfolk” in flannel and denim, floral dresses, wigs and corncob pipes in a weird, good-humored mash-up of “Li’l Abner” and “Priscilla, Queen of the Desert.”
As Marshall joked with me after the vows were exchanged, “This marriage will not be consummated, let me put it that way.”
Five years later, let me put it this way: The honeymoon’s over.
Phelps — in real life — is facing a re-election campaign while under an investigation by the State Police that already netted criminal indictments for his son and a former aide, and now Marshall has announced he’s running against Phelps in the November general election.
Marshall has said he didn’t make the decision lightly, but when Phelps decided to buck the scandals riddling his office and his credibility to run again, he grabbed his hat and threw it.
Marshall has served as police chief for more than 18 years. He’s also president of the International Association of Chiefs of Police. From all appearances and reports, he’s still the dapper, button-downed fellow of five years ago. Scandal-free.
Meanwhile, Phelps can’t seem to shed the Li’l Abner vibe. For years, he had on staff a volunteer auxiliary deputy who was issued a stun gun and was helping make arrests and transport evidence.
The problem? The volunteer, Jonathan Burns, is also an ex-felon forbidden by law to do those things.
Another problem? Phelps’ son, Capt. Paul Phelps, is married to Burns’ mother-in-law.
Add in an arrest warrant for Capt. Phelps’ brother-in-law that mysteriously disappeared for three years, and you’ve got the State Police breathing down your neck and a grand jury impaneled.
Two other law enforcement officials have also entered the sheriff’s race — Sgt. Rick Gaddis, head of the homicide unit of the Newport News Police Department, and Lt. Jim Cross, who oversees the special investigations unit of the Hampton Police Department.

Activities including entertainment, ball games, and womanless beauty pageant continued throughout the night. Angela Taylor, Relay chairman, said fund raising will continue through Aug. 31 in an effort to reach this year's goal of $75000.
Students from Draughn High School recently participated in Relay for Life. The Key Club painted faces while members of the Anchor Club helped with luminarias. The Chorus also performed. Two volunteers from Draughn entered the Womanless Pageant.
and his enthusiasm and natural exuberance even led to his winning the coveted "Best Cheerleader" trophy during the Relay for Life Powderpuff football game held at the Brickyard, which featured a womanless cheerleader competition.
Womanless Beauty Contest coming up for Relay for Life; more Points ...
MOBILE, Alabama — The South Mobile County Relay for Life fundraisers continue, and the good thing about these events is that they are fun, in addition to raising money to fight cancer. One of the most entertaining will be the Womanless Beauty Contest on March 19 at 7 p.m. at American Legion Post No. 250, 10950 Dauphin Island Parkway. The cost to become a contestant is $25. The fee to see the show and get a good laugh is $10. This fundraiser is sponsored by the TOPS Friends’ Team.

On March 25, a Mystery Dinner Theater fundraiser will be held at Tillman’s Corner Community Center, 5055 Plantation Road. The play, “Next of Kin,” is sponsored by the Stars of Hope Relay Team, chaired by Ruth Robinson. The professional play, said Robinson, includes the characters Big Daddy, Rhett, Scarlett, Ashley, Melanie and Savannah Sugarbaker. Their descriptions run from “eccentric wife” and “interpretive (?) dancer” to “weak and insipid youngest son: A poet (this is a matter of opinion — his).” Robinson can be reached at 251-635-1780 or ruthrobinson@mchsi.com for tickets or information.
Some of the other fundraising events, such as the “Stars of Hope” 5K/2K Walk on March 19 at 7:30 a.m., are good for the health. The Mobile Memorial Gardens Team is sponsoring the walk at Memorial Gardens Cemetery, 6100 Three Notch Road in Tillman’s Corner. Cost to enter is $10. On March 18 and 19, the South Mobile Relay for Life Planet Fitness Team will hold a fundraiser at Buffalo Wild Wings. Those who pick up a coupon at Planet Fitness can have 20 percent of their tab donated to the Fitness Team to support American Cancer Society’s Relay for Life.
