AT&T, Verizon Take Bigger Stand Against Piracy

Internet providers like Comcast, Verizon and AT&T are in talks with both the Recording Industry Association of America, or RIAA, and the Motion Picture Association of America, or MPAA, the respective trade groups for both the music and film industries, to develop a strong stand against Internet piracy.

The deal could be unveiled sometime next month.

Under the current proposed plan, service providers participating in the partnership would adopt a "graduated response" approach to subscribers who continuously disobey copyright laws. When a person is caught sharing media illegally on websites like BitTorrent, service providers would first issue a written warning, called Copyright Alerts.

If the warning falls on deaf ears and the file-sharing continues, the provider can continue to send notices or take more serious action. The providers choose from a list of responses outlined in the agreement, such as limiting a person's bandwidth speed or their general access to the Internet. Another option would require the pirate to take part in a program to educate them on copyright laws and rights of content creators.

Service providers cannot completely ban a copyright pirate from the Internet for a number of reasons; to do so would also be a violation of a United Nations report that stated access to the Internet was a human right.

In 2008, the RIAA attempted a graduated-response program in conjunction with several unidentified service providers to help record labels fight illegal file sharing. The RIAA, along with these providers, were successful in finding and removing small numbers of people off their networks. Since then, though, no major provider has openly said it would adopt a graduated response system.

In addition to the entertainment industry, the White House has also put pressure on service providers to crack down on piracy. President Barack Obama said intellectual property is important to the country's economy, and said he would step up the fight against Internet piracy and counterfeiting.

These potential measure show service providers may be finally ready to take piracy seriously, but it may be too late. Though piracy will never be completely eradicated, consumers now have several affordable, legal options to view films and television and listen to music, and piracy may be perhaps less of an issue.

Internet streaming services like Netflix and Hulu allow people to watch both old and new movies and television shows on their computers and mobile devices for under $10 per month. For the low entry price, consumers have access to thousands of hours of programming, many of which is available in high-definition. The quality and selection is unmatched anywhere on the Internet, and doesn't require long download speeds and hefty hard drive space just to view a pirated copy.
